Turning Roaming back on

I have been in Georgia (ie outside the Euro zone) and unintentionally left Roaming on.  Result: a hefty unexpected  bill - and I seem to have gone over my limit.  I eventually turned off Roaming but now find that, when I try to restore Roaming, it automatically turns it off again.  What should I do to get Roaming back now that I'm back in the European zone?
