How can I be certain that I won’t trigger the daily charge when in one of your 70+ countries, but still receive incoming calls and texts. What settings etc must be made for phone system and apps etc.

Guide: EU Roaming Changes from 15th June 2017 “CONTRACT ONLY"  

If traveling outside of the EU we always recommend turning off voicemail. To avoid data charges, make sure you have data and data roaming turned off and use WiFi for connecting to WhatsApp etc...

Hi, I have had a chance to read some of it. And the advice to turn off voice messaging was new to me and could be helpful. I actually have one extra layer of complication to add however. My iPhone has two physical SIM cards in it. One monthly contract for O2 UK and one PAYG for CSL in Hong Kong (Purchased in Hong Kong). I would like to have the phone open to calls and texts from the UK while I'm in Hong Kong, but try to avoid picking up the daily charge for data usage. Is the advice to turn off the mobile data and voice messaging for the O2 SIM sufficient in this case?

Yes you need data completely off and voicemail too for the O2 sim.
