Connecting to wifi via your phone doesn't add any additional charges to your O2 bill but generally speaking wifi is rarely free.

Connecting to WiFi doesn't add anything to your O2 bill, but the person who operates the WiFi might charge you.
If you have an O2 data bolt-on it tariff then some of these paid for hotspots are included.

The only Cloud hotspot near me is in McDonalds and I've never got it to work.
