is anyone having problems when they go on the app and try to pay a bill but a error messages comes up saying its look like something gone wrong

Your best bet to pay bills is to use the website at https://mymobile.o2.co.uk as the app seems to be a bit flakey....

You could try using an Incognito, or InPrivate (depending on the browser you use) browser window
to access https://accounts.o2.co.uk/signin and try that way, @Loubaby2k14
I have seen the main O2 website give weird results when logged into the Community Forum at the same time.
