iPhone 13 pro..... iCloud, find my iphone and family sharing greyed out

Hi,
I hope someone can help.
After returning from a trip to Rome back in June I realised that my iCloud had stopped syncing after day 2 there. iCloud, find my iPhone and family sharing are all greyed out in settings, I can't access or connect to any of them.
I've tried everything I possibly could. I took it to an apple store and they also tried a few things but this even stumped them as well. Short of totally resetting the phone, which I really don't want to do as I will loose everything not synced to iCloud, has anyone else experienced this and can help me out??

You can take a full backup to iTunes before doing a reset and you'll lose nothing at all.
