Did O2 exclude EU roaming?

I bought my SIM only contact in March, which included EU roaming. Today I got an email stating it was a mistake, and hence they are going to charge! They are literally changing my contract after 6 months of use. How is this possible?

Pay as you go (card removal/prevention)
