Roaming in Europe

My friends on other networks can already roam in Europe using their UK allowance, however O2 are introducing this from 15th June.  Why is this?

I am traveling in Europe and returning to the UK before 15th so I can't make use of this.  Yes, I can add bolt-ons to my account to reduce the cost but this isn't the same as using my UK allowance.  Anyone know why O2 are behind Vodafone, BT and Three?

O2 are following the legislation to the dates specified.
It a business decision made by the board.

June 15th was always the date that the networks had to heed the legislation. O2 have decided to abide by that date unfortunately. Good on the other networks to introduce the new rules sooner.

Its worth pointing out the for the other networks (Vodafone for definite) it is currently only for new or upgrading customers before the 15th when it will be available to remaining customers
