The mast is B11 has now been down for 6 weeks..
How can I be held to a contract that is not fit for purpose?

Unfortunately, the terms and conditions that you signed up to when joining O2 do not guarantee you any service whatsoever. And that is the case with the T&Cs of all of the mobile 'phone networks in the UK, so unless someone successfully challenges those T&Cs, we are stuck with them ! 😠
