I've seen this before. Quickest way to fix is leave yourself a voicemail and then call to listen and hit 3 to delete. This should clear the icon

Hi @Anonymous According to this...you may have to change your voicemail password...?

Dial 1760 to turn off VM. Reboot then 1750 to turn it back on again.

It will go away on its own, that's what I have experienced.

Hope this helps.

I have iphone 7 plus and have had blank red dot on phone and voicemail icon for ages (driving me nuts).  To add to the problem my voicemail wasn't working either from another mobile or landline.

I fixed problem

Go to settings > notifications > phone > and turn OFF Badge App Icon

Dot will disappear from phone icon

Call yourself from landline or another mobile and leave message (yes my voicemail was now working too)

Though you won't see notification dot after leaving voicemail, call voicemail and delete your message.

After around 30 seconds to a minute red dot will disappear from voicemail icon too.

Go back to settings > notifications > phone > and turn ON Badge App Icon

Both voicemail and phone icons will resume showing badges when voicemail is received.

I hope this helps.  I'm like a dog with a bone and this was giving my OCD a run for its money.
