I would like to buy an Apple Watch gps +cellular but want to know if it will have the same number as my iPhone?

No, the number is different but paired to mirror your phone.

I am wondering about this too. If there's an incoming call, does the iPhone and Apple Watch both ring at the same time, even if they're at different locations? Do other people see the same outgoing number?

If they are connected properly, then yes they would both ring @esm1 (perhaps the watch would ring after a slight delay - not 100% as I don't own one!).

Whoever calls you would ring your normal phone number - they would have no clue if you answered on your phone or watch unless you tell them.
