I have paid off full price - why is it says my bills ready today?

Your bill is generated at the same day each month. Payment is due 14 days later.

14 days after that your next bill is generated and so on......

Edit to add how refresh works Guide: How does O2 Refresh work? 

Once the device plan is paid, you continue to pay irtime only unless you cancel Guide: Cancelling Your Contract

As above, you now just pay for airtime.

If you don't wish to continue with O2 you can cancel Guide: Cancelling Your Contract or "upgrade" to a sim only tariff https://www.o2.co.uk/shop/sim-cards/sim-only-deals#deviceType=phone&contractLength=P12M

or a new full contract https://www.o2.co.uk/shop

You keep your old sim unless you really need a new one.

A new phone is your choice. You can just upgrade your tariff and keep the same phone, which will be cheaper, if you wish.
