Sometimes, I have a full signal, and it happens the same in various areas around the country.
However, restarting the phone works for me and if not, I usually report it here - https://status.o2.co.uk/.
I suggest you contact O2 to find out if it's an error with your SIM if the status checker shows no issues, and it doesn't work after restart.
