Hi. I currently have a phone under my name on a monthly contract. i now want to take out a second phone on monthly contract aswell but why is it asking me for a bonding fee when ive proven i can pay the monthly fees

i had to pay a bonding fee which was supposed to be returned to me in 3months, it has been 3months now im just wondering why i have not got my money
