Went to buy a refurb phone for hubby on PAYG who as big bundle so why do I need to get another sim ?

I'm annoyed I have been with o2. For jeeezz 20+y, I go onto refurb phones pressed into a device went to add to basket to be told choose your BIG BUNDLE my hubby is already on big bundle, why do I need another one ?
