We're pleased to confirm Apple’s latest products, the iPhone Xs and iPhone Xs Max have now launched and are available to purchase from today, Friday 21 September. Customers will be able to pre-order the iPhone XR beginning Friday 19 October, and launching on Friday 26 October.

It remains to be seen but going off O2's track record I think it unlikely.
Just as an aside here, we haven't seen any of posts where people have been waiting for their phones. Only the usual cockups by UK Mail.

So just for my understanding when they say

Does that mean Apple Watch too or just the iPhones?

@Brandinh0 We as customers will have no idea about O2’s plans . Only @Chris_K can answer that but I’m guessing only iPhone’s & that’s the very least as they refused to support the Apple Watch last year & are saying the same line this year
