@mamillan quite easy really, you give them access to a service like luminet or something which lets you roam onto any network for voice and data.
Or you tell them to use WiFi, costa, greggs, bookies, pubs, service stations, churches, the list goes on..
Businesses should always have a DR plan, im surprised your Insurance Company dont mandate on...

I work in IT as an Enterprise Messaging and Collaboration Tools Administrator (Office 365, Slack and much much more) and manage hardware both Mobile and Desktop / laptop, my desk is a bit like PC World

still no phone calls, texts or internet...
Can't believe from 6am to gone 4pm it still is not fixed... sigh...

It can actually take a while to replace an expired cert, if its issued by the ROOT CA, then trust me, it can take a while and im sure Ericsson have numerous PKI infrastructures with numerous ROOT CAs and subordinates....
