Customers who purchase Apple Watch on O2 between Friday 14 June and Wednesday 18 December 2019 will benefit from 6 months’ free airtime for their watch. At the end of their 6 month promotional period the cost of an Apple Watch Airtime Plan will be £5 per month (adjusted annually for RPI).
Apple Watch Series 4 will be available to new and existing iPhone pay monthly users on custom plans, enabling customers to choose how much they want to pay upfront, with the ability to spread the remaining device cost between 3 and 36 months (in one-month increments) at 0% APR. This means customers can pay as little as £14.50 per month for the first 6 months if they select Apple Watch Series 4 on a 36 month contract (£19.50 per month thereafter).

You aren't being penalised. The 6 months free airtime is an inducement to buy from O2. Why would they give you free airtime if you buy from Apple or anywhere else? If you buy anything such as a box of cornflakes for example from Tesco and you could get an extra 50% free at Asda, would you expect Asda to give you half a box free? Think about it.
