Travel Inclusive Zone

I am holidaying in Australia. Before leaving I checked TWICE that my tariff is covered by the Travel Inclusive Zone. When I arrived in Australia I received a text saying, “Welcome to Australia. If you want to use data while you are here you’ll need to buy a Zone 1 Bolt on” I was assured that  my tariff allows me free data. Has anyone else experienced this?
