Lowest monthly tariff eligible for vault benefits

Hi I've just signed up to a15gb  £7.99pm contract on 02 and already have a virgin broadband contract in place @ £33 pm however it's not letting me access volt benefits what am I missing ? Do I need a bigger contract for my O2 to make me eligible?
