I signed up for an O2 Volt SIM as part of my Virgin package and I haven't even received the SIM yet but have already been sent a bill by O2. How is this possible?

Your account is set up immediately and your first bill produced as you pay a month in advance.

The payment is due 14 days after the bill is created.
