unlock iphone = "There was an error while validating the data in the system"

Trying to unlock an old iphone 6, I've found the "Unlock your device" page, entered the IMEI code and just get an email back saying "There was an error while validating the data in the system". The IMEI code is correct. Customer services seem impossible to get to on this via chat or calls, can anyone point me in the right direction?
