Since Italy turned off 3G it seems it is difficult to connect to their networks properly if the phone does not have 4G Calling enabled.
Also try manually selecting different networks and make sure your APN is set to mobile.o2.co.uk
This is not O2 and we are all customers here similar to yourself and cannot answer account type queries.
