How do I transfer details of my contacts onto a new Galaxy A21s from my old Galaxy mini 4?

To transfer data / content between the phones have a look at

Your Mini needs to be on android 4.3 or above

You just need to be signed in to the sane Google account on both phones and ensure your backk up options are on for Google on your S4.

They will then be sync'd via your Google account to the new phone.
