It is all down to the roaming agreements signed many moons ago, that means data speeds in the US are throttled for Consumers, mostly on AT&T, so it might be worth trying the network on T-Mobile.
Enterprise customers don't suffer the same throttling.
You would be better for Data using a US sim card.

It doesn't matter which network you roam on as O2 throttle speeds to 0.5mbps regardless.
