Hi, we recently purchased the new phones for the kids as a present. Can the SIM be activated two weeks or more after the purchase? Is there any time limit to transfer number from the previous network?

Assuming they are payg the are activated when you top up Guide How to Top Up (PAYG)

If contract phones, they are already activated.

You can transfer the old numbers at anytime Guide: Migration & porting into O2
