iPhone SE 2020 update to IOS 13.4.? leaves phone at apple logo

I just upgraded my wife's iPhone 6S to a new iPhone SE 2020.

 

All the setup went well as it simply took all the settings directly from the old phone.

 

It then wanted to update the IOS to 13.4.? so I said yes.  It downloaded the update and began to apply the changes.  I waited for it to finish and when I tried to restart the phone, it simply went to the Apple logo but this then disappeared after 15-20 seconds without restarting the iPhone.

 

I have been in touch with Apple Support by phone and they tried a number of reset options with the Home and Power buttons to no avail.

 

The phone is clearly working in some fashion as any texts sent to it result in a notification ping sound.  However, I cannot get the phone to start and show me anything else than a black screen or an Apple logo that disappears after a while.

 

Any ideas or suggestions please would be greatly appreciated.

 

My wife is a keyworker, running a Pre-School to look after other Keyworkers children.  She uses the phone a lot to keep in touch with email, calls and messages from her team so this is an important issue for her.

If You need to call O2 then choose any of the options, fraud etc
Everything is taking longer due to the lockdown. Call centres and social distancing means limited staff to handle all the queries. Patience needed I'm afraid.
