Error code 14

Afternoon I mistakenly during the in pair of my ultra watch deleted the sim and data plan off it and now when repairing the watch it won’t go past code 14 when trying to enable the mobile services could anyone advise please

Zone 1 data bolt on not working in Mexico

I bought a Zone 1 data bolt on for US and Mexico. It worked for the short time I was in the US but hasn't worked at all since arriving in Mexico. Do I have to do something to activate it or is it just another rip off?
