Looking to take out 2nd line rental of iPhone 11. Is it possible to put £30 upfront cost on to next bill / account to pay when new bill generated?

No it isn't I'm afraid. If you are looking for a 2nd phone, then you will have to pay the upfront fee at the time of taking out the contract.
