Unable to make calls to Qatar phone numbers

From my o2 mobile in the U.K.  I am unable to call any phone numbers (landline or mobile) in Qatar. I simply cannot get through even using correct international dial code. I asked a friend who is on 02 to try and he has the exact same issue. However when I use my work mobile (vodafone) then I have no issues whatsoever. If I use a prepaid internacional calls providers im able to call the same numbers in Qatar. 

The problem seems confined to o2 and Qatar as I am able to make calls to other countries from my o2 number. It’s also telling that my friend is also not able to make calls to Qatar from 02 so this is not just a problem with my mobile/account.

I have called O2 support who were pretty much unable to give any advice and were not able to even identify what the problem is. Can anyone help or give me some hints on how to resolve this?

I don’t have a cap. There’s also the fact that I can do calls to several other countries in the world. My friend on 02 also does not have a cap.

@Ric_80 If you download WhatsApp and your contacts in Qatar use the app as well you can call or text over a WiFi connection for free and probably bypass whatever restriction you're currently experiencing.

In theory that could work but in Qatar WhatsApp is blocked. Also it wouldn’t work when calling landlines which is often the case.

I’ve already contacted them 3 weeks ago and so far no resolution. 😔
