I am confused by the language of the travel “opt out” bolt on. Does having this bolt on allow me to use my phone in France or not?

You don't need any bolt ons to use your phone in France as it's part of O2's EU roaming that comes as standard

This is not O2 and we are all customers here similar to yourself and cannot answer account type queries.
