Hi, I have sopeone on the phone claiming to be offering me 40% discount. His employee ID is 2040 and his name is Simon. Does this make any sense ?

100% a scam. 

O2 do not call people offering a 40% discount. 

Ensure your account is secure, and never take an offer via an unsolicited phone call.. 

Also report the number to 7726 and Action Fraud Guide: A Guide to Deal with Spam/Scam Calls and Text

Block the number and report it free to 7726.
