You can temporarily but any extended use will result in the sim being blocked.
O2 stipulate that you must use a data only sim in a dongle, mifi device etc.

Thank you. That is helpful. I hadn't noticed that section in the Fair Usage Policy.
Is there a recommended Data-only SIM to use in a Dongle connected to a Raspberry Pi?
The Raspberry Pi has a small camera and is set up to take wild-life photos. I am only expecting to connect to it two or three times a week, to check on progress, and download a few photos. Not using it as a continuous web-cam. Perhaps I can ask O2 if that is acceptable if I stay within the 5GB monthly data limit?
