I have a notification I can't get rid of saying I have a new voicemail but when I call voicemail it says I have no new messages or saved messages.
It costs me money to call voicemail every time.
Can this be fixed?

You need to leave yourself a voicemail from another phone, then listen to it and delete it from your phone.
This will clear the notification for you.

Have you rebooted?
Probably need to risk your sanity by calling O2.

Initially, your solution didn't seem to work. I had two voicemail notifications for over a week that wouldn't clear automatically and could not be 'swiped' away nor did they have any means to acknowledge them. I had restarted my device (Samsung Galaxy Tab S7, Android 13.0, One UI 5.1.1) but the notifications reappeared.
Having left myself a voicemail message then reading it and deleting it, the two notifications were still present, although at least I didn't receive a third one. However, after a significant delay of about twenty minutes, the notifications have now cleared.
I recall having to use trickery like this with some networks back in the 1990s to clear the 'tape recorder' icon from my Nokia 2110 but I thought that technology had moved on in thirty years.
Notifications should never be so persistent that they cannot be cleared manually.
