I desperately need to pay my bill but I am abroad and my sim wont be sent the login code to access the O2 app. I can't speak to any O2 agent without having access to the number on this sim.

You can reach the Payment Management team on 0800 902 0217.
The opening times are:
Monday to Friday – 8am to 8pm
Saturday – 8am to 6pm
Sunday – 9am to 6pm
