Iphone XR issues

So, upgraded second number from sim only to Iphone XR phone arrived yesterday and began to attempt set up.
Phone switches on new sim inserted follow sim swap instructions get signal but cannot make calls.
Have tried the following -
Sim swap
Turning phone in and off
Turning airplane mode on and off
Removing and inserting new sim

Nothing seems to be working and cannot get to speak to anyone at O2 so currently second line (daughter) has no phone to make or receive calls.

Please help.

@Katm835 It should only take a few hours but things ain't running normally right now, sorry to say.

Does your old sim not work in the phone. No need to change sim if it's the same size.

Sim swaps are taking a long time to complete at the moment.

If you have a signal, the process has started so just hang on whilst it completes.

Turning phone off and on a few times may help.

@jonsie - old sim no longer has service as have started the sim swap process.

@KingAmo - no was an upgrade from a pay monthly sim only to a refresh deal.

@MI5 - have tried switching on and off several times, has been ongoing from 7pm last night. Do you have any idea how long this process should take? Impatient teenager waiting to use her phone lol.

Thanks for all the replies! Sorry I did not respond earlier.
It took 36ish hours for the sim to begin working but it did.
