You may not be able to send SMS from UK to any other country by a spend cap (such SMS are chargeable), @Robmalina Guide: Spend Caps & Charge to Mobile on O2 

If you are abroad and cannot send messages back to UK, some more info is needed as to what country you are in and if PAYG or Contract, when you have a moment.
