Husband and I are abroad and cannot phone each other

We are in Florida, can telephone home to family in the UK, but if we try and call each other out here, it either gives the engaged tone or says the call can’t be connected. We have not blocked each other by mistake and have reset our phones. Please help. Thank you.

@Fiona1313 Are you using the +44 code to call each other? You're still calling back to the UK even though you're both in the US, so you need to do that. Also try downloading WhatsApp on your phones. You can call over a WiFi connection free.

We have tried that, but it still does not work. We have WhatsApp and can call each other on that, but if we are not near Wi-Fi then we need to call the normal way. I have spoken to O2 quite a few times yesterday and today, have been told different things, but it has still not solved the problem.
