I have an s21 and I don't think it has 02 fitness firmware on it. I can't get WiFi calling and the network coverage is awful. 

How do I get it please?

You need to enable WiFi Calling by calling customer services, and asking them to enable it on your account. give them a call on 0344 809 0202 or 202

It is NOT available on PAYG.

Should I just change networks?

Get some PAYG sim cards and test network coverage where you are.  Dont just jump ship, as you might find yourself in the same situation. 

Also you cant cancel for free due to poor signal as per the T&C's if on pay monthly... have a look at this guide on how to cancel Guide: Cancelling Your Contract
