Data or calls?? Galaxy watch5 pro. HELP!!

Hi guys Happy New Year to all. I'm really confused I've had so many different blogs from people about how to set up my Samsung galaxy watch 5 Pro with O2. I have a new EE sim on the phone I have any SIM on the watch both have been activated and on the watch it showing O2 as the network carrier and I get there for bars I get 4G so all of it is I think synced up. However I cannot for love no money make any phone calls from the watch when the phone is switched off and all I can seem to do is use the data on the watch to stream things such as Spotify aw7 cloud as an example. Am I missing something or can I use this watch to make phone calls without my phone present it's a simple question?   Thanks !!

With Android watches the phone needs to be on to make calls.

Calls only work with phone off on Apple.
