Out of the country and can't receive a one-time code to access my account online, what can I do to sign into my O2 account ?

You will need to make contact with o2 all the contact details can be found here Guide: How to find help & contact O2 as delivery of OTP's is not guaranteed whilst roaming.
You may have to use Skype to call o2 Guide: A Guide to Skype if you cant use your mobile..and call +44 800 902 0217
