If you have a Spend Cap on your account you might find this is the reason why. You can see if you have a Spend Cap by logging into My O2 and looking under Bolt ons. Here is more info around Spend Caps https://www.o2.co.uk/help/account-and-billing/spend-cap
Also if you have a premium number bar on your account this could be the reason why. https://www.o2.co.uk/help/account-and-billing/premium-service-checker
