Can’t make or receive calls

Hello. 
I’ve got a new phone and over 24 hours ago had a conversation with someone saying that my old number would be swapped over to my new SIM card. At present neither of my sims are working to make or receive calls so consequently can’t call for help. 
Any advice?

Understand your question regarding new sim card,

this will usually take two working days ~ keep turning your phone on and off

the new sim should be operational before too long.
