I don’t seem to be able to make or receive calls in Europe. Data roaming turned on and phone connects to network and can receive data.

@Abyss1 sounds like you need to give O2 customer service a call to check on your carrier roaming settings

It sounds like a roaming bar is on your account, the best thing to do is contact o2, If you message O2 on Facebook (https://o2uk.co/O2CFB) , Twitter (https://o2uk.co/O2CTW) or Instagram (https://o2uk.co/O2CIG) , they should be able to help you with this

Also try connecting manually to a different network provider
