Calls to UK fixed lines from Italy

For some reason I cannot make calls to UK fixed line numbers when I am in Italy. I can make calls to UK mobile numbers and calls to both fixed and mobile Italian numbers. Have you come across this odd issue? I use an iPhone on pay-as-you-go. I can use roaming data and all other types of calls. I tried adding and removing the 0 in the phone number +44 (0) 20 xxxx xxxx to see whether that was the issue. So, calls to UK mobiles yes, but to UK fixed lines no. It is strange.

It comes up on here often, especially with PAYG sim cards.
