@Sukisue If you download Whatsapp and tell whoever you're calling in Belgium to download the app as well, you can call, text, and video call with them over WiFi absolutely free. No need to concern yourself with spend caps or bars. You can do this with anyone anywhere as long as whoever you're calling also has the app.
