I bought an Apple Watch in February. It is an SE cellular. I am trying to purchase a tariff so I can use the watch without carrying my phone. I started this process in February and have still not been successful.
I have have made many calls to O2, been given conflicting advice from the O2 team ranging from if you dont buy the watch from us you cannot connect it, you need an O2 virtual SIM card, to visit an o2 shop. I drove to the next town to the o 2 shop, they reset it but couldn’t sort it out. Yesterday I spent most of the morning on the phone to o2, without success. A new SIM card was ordered for my phone, someone else cancelled that SIM card. I see now a triple Sim is on its way to me, not sure why. However the final straw is I wake up this morning and my iPhone 11 Pro now has no phone connection. I would welcome some help and advice.

That's a bit of a nightmare. Sounds as if someone from O2 has transferred your phone number to your new sim for the watch, which means your phone wont work.
You need to contact O2 via Social media or Skype Guide: A Guide to Skype
Or contact the sales team as they can help with that – message them on Social Media if that works best for you -on Facebook (https://o2uk.co/O2CFB) , Twitter ( https://o2uk.co/O2CTW) or Instagram (https://o2uk.co/O2CIG)

order placed on 4th May similar problem here to yours and hours on phone what's app chat etc conflicting info. last phone call promosed to send sim nothing I have mental health issues I was hoping that the watch would help me do certain things I have given up hope of this being sorted. 20 hours 30 hours too much.

I have exactly this issue as well. Numerous calls to support, various unfulfilled promises of eSIMs and other solutions.
Yet still I just get this in the watch app:
