£78 charge due to scam calls

Hi all I'm a bit panicky as my phone has been stopped and o2 state £78 has been spent on two scam calls to an 09011 number.

 

I've no idea how this happened and trying to find out. Googling shows it as a scam HMRC number. 

 

My partner had talked to HMRC last week (legitimately) but had contact from scammers. I'm assuming she returned a call to the scam number thinking it was HMRC getting back in touch but cannot be 100 per cent. There were two calls as the line went dead on the first after some time and she tried again.

 

What can I do to claim this money back? I really cannot afford £78 right now. I've been looking into the PSA Authority but no clear answers. I've tracked down the scammers and contacted them via email but the likelihood of a reply is of course minimal.
