What exactly are landing charges?

Usually in reference to travel abroad. Can appear on your bill up to 4 weeks after you return to the UK. However, if you phone customer services they will explain this for you. Guide: How to find help & contact O2

Does it say "late" landing charge?

If so, it is a charge to mobile or other additional fee from a previous month which was not processed during the month in was incurred.
