Hello I applied to unlock my iphone and I got this message 
The IMEI - ************ has not been used on our network, so it will
not be possible to unlatch it.
and now if I try again is saying that I have already applied for This device

Out of interest @Anonymous where did you buy the phone from?

As @MI5 has said unless device directly purchased from O2 there are problems with unlocking so calling CS is one option...Or get it unlocked in a local repair shop or store

iPhones don't apply to that rule.

This failed because the correct process wasn't followed to register the phone on network and has now got stuck.
