I am on a 2gb internet tariff at just over £16 and can change to 1gb tariff for £14 but my wife who is on 500mb can only change to a 1gb tariff for £20 why is there such a diffence as we both pay for the phones on separate accounts

Direct upgrades are tariff dependent so your two different base tariffs will give different options.
The alternative is to change to any of the currently offered sim only tariffs, which you can choose if you call customer service.

you are been ripped off with those tariffs, £16 should get much more than 2gb.
even pay as you go tariffs have more data than those.
on pay as you go you can get 5gb for £15 and 2gb for £10

i have just had a look at tariffs on the o2 site and as a new customer you would get.
2gb for £13
6gb for £15
10gb for £18
all of them have unlimited texts and all exept the 2gb one have unlimited minutes.
it looks like you are on old tariffs.
